2g 7bolt, am i at TDC?

Im putting a new top-end on my engine, and replacing all timing components. I appreciate any replies, and i was 100% assured, untill i watched a youtube video of someone blowing there head-gasket, and am i up on TDC when i did this.. i rotated the crankshaft clockwise, untill both cam gears lined-up (meaning the intake cam was @ 9'oclock, and the exhaust cam was at 3o'clock, and they were 100% perfectly lined up with the head surface, in a straight line, and my oil pump timing mark was dead on, same with crank-shaft, and balance shaft. Once I achieved this, i was convinced i had it @ TDC. Going from Drivers-side to passenger side, the first piston is all the way up, and the last piston is also. Am I correct?

As mentioned, make sure the cam dowel pins are at the 12 o'clock position. To be certain of cam position, take a ruler or other straight edge and place it across the inner timing marks on the cam gears. When lined up, the line made by the timing marks should go through the middle of the cam gear bolts. Ignore the outer timing marks.

Im ready to put it all back together, if only the machine shop would finish my cylinder head. There "quote" on the phone was "Give us 2.. maybe 3 days, and we'll have it done." great! i drop it off the next day (1 week ago) and still nothing. I hope they call soon... sorry for the rant!! i should have never sold my _backup_ car. (2007 Eclipse GT). :) ehhe

In the link dsm1g90 posted it tells you all the torque specs in there for every pully and how far the belt moves once tightened

Got the head back saturday the 04/14 around 2pm, and fired it up Monday the 04/16 around 2pm.. no leaks, no nothing, runs awesome!!!! thanks for all the help, replies, and just good natured people on this forum~! next too put in a nice set of cams.! thanks again..
