I have a 1991 Laser RS-T 5 speed FWD with the following modifications:
2.5 inch down pipe
3 inch cat-back(no cat)
K and N filter
modified MAF/no air box
no boost leaks
boost controller at 14-15 psi
7 cm ported 14b
ported 2g exhaust manifold gasket matched to turbo
ported 2g O2 housing
rebuilt motor using stock replacements

Now is this enough to get about 250 whp?
 
Maybe if you threw on a bigger fuel pump which wouldn't be too expensive and turned the boost up to about 18 psi it probably would be. I don't know for sure if 14-15 psi would do it or not. I made 220 (dsmlink numbers, take it for what it is, seems about right to me) on my t-25 at 17 psi. I have it tuned pretty good. Atleast as well as you can with a t-25. Tuning plays a big part (even on a small turbo). And I don't see a logger or any fuel management so that might be something to look into.
 
Yea, I will get a logger eventually. I forgot to mention I also have a ACT Aluminum flywheel/2100 clutch. Not, that It would make much of a difference.

Well my car has been hurt every time its been on the dyno (which is why the low new power numbers if your wondering). Even so, 250whp is kinda wishful thinking for that setup, even with fwd.
