20G turbo scraping

I'm lost on this one. First of all just finished putting my built cylinder head on and everything's good, cars running but the turbo is making a scraping noise which sounds like the intake propellers are hitting the compressor cover. The turbo doesn't have any shaft play so I don't think it's blown but you can sometimes move it just a little. It's not smoking and produces boost. I haven't driven it yet because I don't want to damage my turbo. Any answers to why it would be making that noise?
 
Just so you have some knowledge on this Justin, the dish behind the exhaust blades had carbon built up behind it which we removed to stop the scraping. Also discovered that something hit the exhaust propeller and damaged it. On top of that a good amount of in and out is able to be felt now.
