14B wastegate questions

I recently installed a 14B setup on my 2G.. The wastegate is completley closed (the car is running open boost).. The bolt that goes into the wastegate is "unscrewed" pretty far. I am going to install a MBC this weekend but i was wondering if this would be a waste of time, as long as that wastegate bolt is unscrewed? or would the MBC control the boost even with it unscrewed.. ?
 
long story short, my hair dryer (T25) crapped out on me, and i needed a replacement.. instead of getting a newer t25, a buddy of mine had a decent 14b (no shaft play at all, spins like a champ) so we threw it on. Im hoping if i throw a new actuator on, it will fix it..
 
Well if giving it more arm space by taking out the shims doesn't work then I would pull the turbo and check the flapper and make sure it isn't welded shut. That's 15 bucks in gaskets vs 70 for and actuator you might not need. You can always take it off and test it aswell. On second thought just take the actuator off and see if the flapper moves with your hand. If it moves then test the actuator and get back to us

Talked to some people @ jacks transmission, very easy fix.. The wastegate vacuum line was hooked up to my intake (not enough vacuum to open the wastegate).. Hooked up the vacuum line to the intake manifold, running like a champ. pushing stock boost (10-11psi) on the 14B.. Gonna install the MBC later on today, will post the results. Thanks again
