14b Wastegate Issue?

Hey guys I have a quick question about the 14b. When I was going over it I realized that the wastegate flapper doesn't even cover the hole. It's misaligned, and I really don't know how to fix it. This turbo is presumably the one that came on the car originally so it has about 140k on it, with almost zero shaft play but I'm thinking about a rebuild as well because when you turn it by hand it kind of sounds like theres something abrasive in it.

Doesnt sound good i would rebuild it anyway if your unsure and hear noise, safe than sorry.

Abrasive noise probably means the bearings are gone or going. Time for rebuild.
