Would this combo make (or come close to making) 400 at the wheels? If not, what would it need?

It's possible but that's definitely going to be pushing the limits of the turbo. You'll be closer to 350whp with that setup. Step up to a larger turbo and your goal will be easily attainable.

I think its very possible with good tunning. Pick up a meth/water kit to cool that hairdryer though. I remember slowboy made 390 whp with the e3, so you maybe able to get close.

Check out slowboys site, they made 400 hp with your same setup so it can be done.

They also have basically unlimited use of an in-house dyno facility! Sure you can wring every little last hp out of that turbo but it'd be much easier to get to that goal with a slightly larger turbo.

It would also be much EASIER to go buy a dodge viper. However, the original poster did'nt ask what would be easier, he asked if IT WOULD BE CAPABLE, and the answer is yes, absolutely it HAS BEEN DONE. End of story really.:dsm:

Not exactly because that's not the FULL story.

How many people have made > 400whp on a 16G? Can it be done, sure a handful of people or less have done it, does that mean that 400whp is the norm???? Not by any means, I guess if you like running that thing to the very edge and have some serious coin to drop on perfect tuning then sure it CAN be done, but it could also be done much easier on a 50-trim, and then you have a little leeway as well. Also, you say that "Slowboy has done it so you can too" well that's not entirely true. The original poster not only said can you make 400 on an Evo3 16G, but also said can it be done on 650s and Slowboy used 750s, their stage V head, the SBR sheet metal IM, a haltech e6X standalone, Kinetics race fmic ,and their own cast exhaust manifold (larger than the OPs 2G)

This is also a quote from their page.
Please note that SBR recommends this turbo if you are looking to make between 280 and 380 streetable horsepower. Above 380 wheel horsepower, your going to be running a lot of boost and some excellent fuel to sustain the power numbers without hurting the engine.
So they would not recommend this turbo for what he's looking for unless he wants to run "A lot of boost and excellent fuel". I'm not trying to be a dick here but everyones setup is different, and the majority of E3 16G owners don't see 400whp.

I was a little optimistic. I'll shoot for 350-360 then, should be more than enough in a 2100lb car. It'll run on 92octane w/10% ethanol mix. Head is hks springs, solid lifters and 272's, no porting as of yet.

Had the opportunity to drive one with a little over 300 to the wheels (dyno proven). Hell of a ride, 140mph was nothing for it. I'm a little scared of how this thing will run once it's all buttoned up again. OMG

I totally agree with what street surgeon said above. Looks like you already have this turbo & these other parts & are just trying to get a ballpark of what to expect? Couple things that cought my eye, don't need upgraded springs to run 272's or solid lifters. You may run out of fuel with the 650's but depending on your tunning method, you may be limited to this size. Meth injection would defently be a good idea, should be able to run 25psi no problem on pump with no knock & will defently help heat down the heat created from running that much boost on a fairly small turbo. One other thing what head are you running? If your running the 1g, then the ported 1g intake mani is a good idea but not if its being mated to a 2g head.

Well like I said the original question is will it make or will it come close to 400hp? And as I said YES it can/will and I stand behind that. This is'nt going to turn into a evo3 vs 50 trim thread, we've had enough of those. The evo3 is very capable of what he wants and it wont have the lag of a 50trim.
