Wierd HeadBolt Torque Specs???

Hey I'm doing a fully new block with 3 angle valve job on the heads ported and polished new forged internals from eagle rods 8:5.1 compression pistons, forged crank, and a little more. Well I'm puttin everything together now and i called up Mitsubishi and they gave me the weirdest way to tighten the headbolts. They said to go first to 54 pounds of torque, than wait 10 minutes, loosen them all the way than, tight them again this time to 14.5 psi;s after that, to a 90" degree turn, wait 10 more minutes and do a nother 90" degree turn. Is this right? Because on my other car (3000GT) the head bolts go first step is 35 psi's , than 55, than 80 and done. Now I'm confused can someone help me please. You're supposed to torque the bolts in stages, correct. I did mine in 3 stages with stock head bolts and the MLS HG. I started at 24, next 48, then finally 72. Follow the re-assembly directions and torque instructions as well.

you are using headbolts? why not arps? and yes this is how you do it. they are "stretch" bolts so you do it this way
 
that seems a little weird, i just would step it in stages until you reach the recommended specs.
