I'd go for the 99 but would definitely grab a carfax to check this claim on 35000miles. Would also ask for more info, very vague on what type of mods are in there "big intercooler" "racing clutch" and a cold air intake on a gsx? (probably means ram air)
 
2500 is a great deal but a 99 is hard to come by. Its really up to you on what you wanna pay but honestly i would go for the 99 with really low miles and pay the extra price.
 
I know the 1st one is sold but i would have gave him 1300 at the most it looks horrible. The second one i just dont trust it. I would spend 5 on a decent 2g. Kinda off the subject and ive said it once before i'd rather just get a shell.
 
go with the 99' (not like you have a choice as the 95' has been sold) but definitely get a carfax report and have a look at the car in person if you can before you commit. Also I would definitely offer less than the asking price regardless of the fact that it is a 2gb talon with (presumably) low mileage. Just my 2 cent...
 
The 95 is pretty nice being that it comes with the 6 bolt engine. Depends on how much you want to spend. I personally like the 98-99 bumpers. This can be a little bias cause I have a 98. If you have the money, why not the 99. Otherwise the 95 is just as good.
 
It has 35,000 miles on it, the owner obviously does not know shit about modding cars and it's a 99.

I'd say more than likely the ONLY reason it has such low miles on it is because it sat... and sat.... and sat.. because someone did not know how to fix it, when it did get "fixed" they probably half assed everything and had a "mechanic" friend help them with it who knows jack shit about DSMs and made a lot of assumptions.

I'd rather take a high mileage modded DSM because at least then you know it was running for most of it's life.
