Whats the green wire and rubber thing on the TB?

on the TB theres the plastic boot thing sticking out on the back of the intake, and on the end of it theres a green wire. Does anybody know what this is or where it goes? On my car the wire is about 6 inches long out of the rubber thing and is snipped. I have no idea where it goes, what it does, or what to do to fix it. Any suggestions?
 
it's the closed throttle switch, it detects when the throttle plate is closed so the ecu can change fuel delivery and iac steps accordingly. Somebody may have had issues with idle surge and cut the wire as a bandaide for the problem. Try to find the other half of the green wire and solder it back together.

ya thats exactly what i'm talking about. Mine is just like 5 inches long and then its just snipped off. I've looked around the engine bay for the other end of the wire but i cant spot it.

Where does it go? through the firewall into the ecu? or does it go somewhere else? if i know where it goes i'll have a good idea on where to look and might be able to follow the wire till where its cut.

my idle is decent, it stays pretty steady most of the time but pulses a little bit when its cold. I dont understand though why would u cut the wire to fix bad idle? wouldnt cutting it CAUSE the bad idle? doesnt make sense to me, what do u think would happen if i hooked it back up would it make my idle bad?
 
It goes to the ecu, if you cant find the wire in the harness you could just run a new wire from the corresponding pin on the ecu, you can look on the vfaq to see which one it is.

As for the idle "problem" if the ecu doesnt see that switch it never really thinks your totally off the throttle, it just thinks your lugging it around a parking lot or something the entire time so it wont try to find its 750rpm idle which it might not be able to do if the isc is bad (which is ussually the problem if unplugging the closed throttle switch fixes it)

On my car the green wire joins up with the wiring bundle for the ISC and then makes it's way back through the firewall to the ECU, where it ends at pin 14.
