What turbo will meet my goals with the least lag?

I have seen a zillion hybrid turbos and T3's T4's etc. etc. and I am confused on what will meet my goals with the least amount of lag. Mostly because there is a few gig's worth of info out there to scan over. So I am asking for your help.

My question is simple but not easy to answer. On a 2.0L engine with mild cams and a "street" SMIM what is the quickest spooling turbo that can push 40lb/min in the sub 27psi area?
 
With cams & a SMIM, yep an evoIII should do it less then 27 psi. I would expect you could see that kind of airflow in the 24psi range on a descent setup. This will offer very quick spool but you will be pretty close to maxing out that turbo at these levels.
 
Ok, thanks I have a Evo III 16g, however I was starting to think (just from reading) that, that would be maxed out and would require race gas....maybe I should have added that to my original post.


Soo is it possible on pump 93, with water injection? As of right now I need a engine rebuild, cams, SMIM and the water injection and I should be done.





If you check what I have done to my car now, and where I thought it would be HP wise, I know I am missing out on a LOT of HP because my car is untuned the MAFT is not calibrated, fuel tirms etc. have not been adjusted. So I figure my car isn't making any more than 260hp @20 psi which netted me the 13.9@98 with a 1.8 60'. Now with that stated that pass was with a blown HG, sooo I know I am not coming close to extracting the max amount of power out of my current setup but I was starting to think that the current evo16g turbo wasn't up to the task.
 
On straight pump gas, my evoIII netted me ~106.5 trap speeds. This was with a stock 2g intake mani, FP1X cams, not a great tune & in a fwd, where the 1st two gears were basically useless. That was 18 or 19 psi so in an awd, with proper traction should easily add a couple mph on that. Now if you throw some water/meth injection into the mix, that really bumps up its potential. A local here with a 1g awd ran 11.8 @ around 117 mph with pump & meth injection. This was everything stock in the motor. He added 272 cams & runs 11.6-11.7's constantly. This is still on the stock 1g intake mani. His boost was probably set around 27-29 psi but the evoIII isn't able to keep up with that kind of flow demand, so they usually drop to around 25 psi by mid range rpms.
