The circuit doesn't work unless it has a path to ground. It's isolated by the throttle body gaskets. That's why there is a flat plate ground on top of the throttle body. It looks like a useless little bracket but it isnt.

i was wondering if deleting the fiav would be good. i read that its for a cold start but i live in texas and it doesnt get cold over here that much

Just removing it because doesn't make much sense but if your having high idle issues because of it then you'll need to block it off.

Dang when I took mine off it didn’t have a ground on it

So when I close it off do I turn it clockwise?

The spade lug on mine was loose. Whenever it vibrated off, my idle would go high, like 1200 rpm. Plug it back on and it would drop back down. Don't know if this happens on all cars but it did on mine. Also it "might" be used to cut fuel on deceleration. So I would keep it.
