What is this middle peice that the two housings bolt on so I know what to call it so I can order a new one

It should be a gasket but u can just use rtv selant and yes u can order a new one

It's part of the radiator system. That's not what it's called, but it holds three sensors for temp purposes. AutoZone can help you narrow down exactly what it is.

The middle piece is well known around here as the thermostat housing. Mitsubishi called it the thermostat case. It is Mitsubishi part number MD311594.

The two attaching parts are called the cooling water inlet hose fitting (lower) and cooling water outlet hose fitting (upper).

Extreme psi didn't have them in stock when I ordered a new thermostat housing a few months ago (I cracked mine over tightening a Coolant temp sensor), so I used permatex water pump and thermostat rtv. Also used it at the outlet neck. Works great.

I don't think there's anything wrong with it. It's just really dirty. I bought a 98 eclipse gst and the guy blew it up so he just put everything in boxes so I'm trying to find out everything I need and where it goes and what not.. Do they make bolt hardware kits for everything under the hood?

How far is the car torn down?

You can pick up bolts at any auto parts store. I am unaware of an Eclipse grab bag of bolts. The good thing is, is that there are very few bolts in comparison to other vehicles made around the same years. Just finished doing a top end on a Malibu yesterday, three magnetic trays full of bolts. I used one tray on the top end of my Eclipse.

All the bolts are metric, most are either 1.25 or 1.5 pitch. So grab some 8's and 10's, only need a couple 8's. Think there were a couple 12's in there as well. Don't force anything and you'll be fine. Get two bolts in each size and pitch, that are long, like 2 1/2". These long bolts you will use for sizing the holes, easier with long bolts to roll em in your fingers into the holes. They do sell metric bolt boxes which will leave you with extra stuff. Like $8 at Oreillys.

Another option is to bring 1 of each bolt from the car to Napa and size em there. Then get you $2 worth of each.
