A blow off valve (aka diverter valve or bypass valve) vents pressure from the intake piping when you let off the throttle. Otherwise the air will try to flow backwards past the turbo and cause surge.
A wastegate bypasses exhaust gasses around the turbine to control the amount of boost generated by the turbo. Otherwise your boost would continue to climb until something failed.
Only turbocharged DSM's have them. The NT models do not need to vent pressure or regulate a turbine- They have no turbo.
