Wastegate to turbo seal

I have a question on this V-Band seal from the turbo to the external wastegate. Here is a picture, is there suppose to be a gap? The valve seat in the wastegate is putting that gap there.

I think once you put the clamp on it will compress it down more. But if you cant even get the clamp to begin with then theres a problem.
 
Contacted Forced Performance and they said the valve just needs to be compressed when putting the V-Band clamp around each flange. Sure enough, I put enough preasure on it and it moved
