wastegate flapper, Is is supposed to do this???

I looked and found no one with a similar problem. I took my hotside off the other day to get some bolts tooken out (machine Shop). When i got it back i noticed the wastegate flapper not covering the hole, it was way off-centered? so i messed with it and well the arm moves freely in & out!! is it supposed to be welded in place?

well i needed my car so i put the turbo on, well now it dont spool worth a shit. like if its a major boost leak. but i havent did a blt yet, i need to make another. but even if i did it wouldn't show if it was leaking there or not.

I will do a blt and evaluate my situation more, But i just need a re-assurance on the wastegate issue.
 
Thanks, i guess i will have to take it off again this weekend. So would i tack it in place, or weld all around to create a seal?
 
Sorry to bring a old thread back but Im having the same issue with the china 16g that was given to me. Did the tack weld work? Does it need a weld all the way around or just in one spot to hole it still?
