waste gate or mbc issue?

ok so i just got a gillis mbc thing worked great on the 85 xr. not soo much on the eclipse?!?! hooked it up and the boost wont go lower then 15, 16 pounds.. now i bought a 0-21 psi spring with it so idk why this is happening?? also i plugged the hose coming off the j pipe rite into the waste gate... and ohh my god 14 pounds solid?? idk if this should happen.. i assumed it would be almost no boost with it setup like this.. can anyone help clear this mess up please.
