vehicle inspection

im thinking of buying a 1990 laser turbo . The interior is in great condition, drives extremly well, already has a few mods on it. One problem though is when it just idling it idles really low and sounds as if it is going to stall. My parents want to get an inspection done by bcaa. Is this inspection worth the cost and trouble? or am i (not a mechanic with not very much auto knowlege) capable of performing a similar inspection, like the one found on this website?

Have a shop that does it for free or cheap look at it before you buy it to determine, but it probly just needs the idle screw adjusted.

the problem though is that it isnt insured. Bcaa will come to the car and look at it. he also has receipts to recent work done on the car including a tune up.
