Turbo Wont Spool

im about to buy this eclipse GSX for 1000 bucks. but the thing is the turbo wont spool, or barely does... so the guy says that it could either be just the spark-plug wires or it will need a new turbo? so i was just wondering what you guys think it would need and if it is a good idea?

Probably waste gate related.

Check the wastegate, check for shaft play, and check for boost leaks. Mine did the same turned out it was seized.

could even be as simple as a hole in the tubeing, or a crooked spring in an aftermarket boost controller.
