TURBO WONT BOOST AFTER ENGINE REBUILD

Okay guys let me first start off by saying I am new to the DSM world and I don't know every little thing about them like most do so just bear with me. And I know my profile isn't fully filled out but I'll give as much info as I can. About a month ago I ran my car low on oil because I though the oil pan gasket was the problem so I replaced it. I had been putting up to 3 quarts a day in the car. After I put a new gasket on I didn't really check the oil (like an idiot) and a couple days later I spun a bearing after my engine locked up. So I pulled the motor and did a full bottom end rebuild. New crank, eagle rods, NPR pistons. Water pump timing belt, etc. Well we for the motor back in and now the car won't idle and blows blue smoke like crazy!! And the lifters won't shut up either so I probably did some damage to the valve seals and the bottom of the lifters right? Okay so now the turbo problem..we first noticed when we started it up the blow off valve was quiet as a mouse...no air from it at all. So we watched the fins while the car was running and they still turn? Also my boost gauge (OEM gauge still in it) is not showing that its building much boost at all. And yes I know the stock boost gauges suck but that's all I have. Also i took it for a spin to see if the car would boost up at all and it feels like it wants too but it just wont. The car is my daily and I really need help fast because I need to get back on the road. And guys just please bear with me I've never tore down a turbo or anything so just please give me some info.

14b turbo
Recirculating Bob
Aftermarket intake
Aftermarket turbo manifold
Exhaust
Huge intercooler for no reason(don't know why the guy that had it did that with a 14b)
Eagle rods
NPR pistons
Don't know anything about fuel system or injectors.
Also I just bought the car and the guy before the guy I bought it off of did all the work to it so the guy I bought it off of had no clue. He tried saying the 14b turbo was a BMW turbo if that tells you anything. I appreciate the help guys!!!

First things first, before you count anything as broken and start spending big money and spending time tearing stuff apart, do a boost leak test. After the rebuild that I did, I did a leak test, and found some big leaks. Always troubleshoot and try out easy things before going for the big item.

Pull the intake pipe off and check your turbo for shaft play, also look for any boost leaks. Did you replace the PCV Valve? What were your piston to wall clearances?

No I didn't change the pcv and I can't remember what my clearances was I should have wrote them down I can't remember right off
 
If the 14B was hooked up using the OEM feed line from the head, it's one of the last things in the entire oiling system to get oil....so if you ran the car low on oil, I guarantee some sort of turbo damage occurred. Not worth fixing a 14B with oil starvation issues- you'll quickly outweigh the value of the unit. Better to just replace it with a known-working unit.

Yeah I had a feeling I would be buying a new turbo I just didn't wanna invest in one if mine was still good but like I said I don't know a whole lot about turbos. I was gonna go with a 16g since its a direct bolt on. Good choice?
