turbo and turbo psi ?

Ok frist question is i have a 95 talon tsi in the morning when i go for coffee LOL and the car is just starting to worm up.I can get 12 psi out of my turbo. But when the car is to temp it will only boost to 7 to 8 psi. I chack for boost leaks and nothing all good there what would couse this problem.

Question 2 I was reading on here about how to tell if your turbo is going bad
and one menber said if you take off the intake boot off the trubo and see oil there it needs new seals. Is this true. I have a little puddle of oil there about the size of a dime and i will clean it up and few days later look again and its there again.Is this normal and if not could this be the problem with question one.
 
The Oil is produced from your PCV which should be (and I'm giving you the benefit here) routed from your valve cover to the intake snorkel. This 'Blow By' can include oil deposits which can often be found in engines as a small smudgy lining along the bottom of piping, turbos, and couplers. From the sound of this, I would say that you are 'okay' but you may want to perform a compression test/leakdown test.

As far as the falling boost level, I want to simply state that I don't personally ever get into boost with my engine cold. As the engine warms, things expand and take up space...say...piston rings? That Blowby that you have is caused by compression getting past the rings and into your crankcase. Now say that your 'boosting' before the engine is at OT is allowing boost into your crankcase, this could be a POSSIBLE reason for your oil deposits in your intake piping.

As for the boost falling, Warm Air = Less Dense than Cold air. That turbo warms up quite a bit after it's been functioning for a while.
