Trustable source for trouble codes?

I am having a little bit of a rough time with my 95 GS. It's starts ok cold, but really really really rough when hot. It also smells like i am running rich. Are these accurate ways to figure out the what is wrong without using a scanner?

95 is still OBD II and since the DLC is not located next to the fuse block I wouldn't know. Just use a scanner.

I assume your CEL is on then?

Edit: looks like it might work. Worst you can do is try. Keep in mind this will only help if your CEL is constantly on.
