Looks pretty short geared to me... Its 7 gears that allows it to have the speed it does. The final drive is somewhat low but nothing drastic...
If it was launched like this it would have been much faster.
Overall gear ratio is what matters. They are tall. A somewhat low final doesn't make a drastic difference? Yes, it has a drastic effect on the gear spacing and where they get you in MPH. That first gear easily takes the place of the first two of any 4-banger transmission.
I'm not impressed with the Veyron at all. It doesn't follow any convention of a supercar. It's more of a luxury car. It doesn't even look aggressive.
I don't think a car coming from a factory would require all of those stupid NHRA rule crap. Just because there isn't some homemade welded steel cage doesn't mean they didn't design that into the frame. A parachute is pointless because it actually has real brakes.
