Engine is out of the car and I've done it over 10 times. I've tried 1+ cog more clockwise but the the exhaust gear ends up being way off cw. 1/2 tooth ahead I end up with exhaust a 1/2 tooth off ccw. One full tooth I get it very close but it is slightly off ccw. I can post a picture if needed. This is on the 90 laser I have. I've never had this much trouble with a belt.
 
The marks on '90 cam gears are ridiculous from what I've found.

It seems like if you have the timing set properly, it's probably right. The center alignment marks will be a little lower than the bolt centers of the cam bolts if you hold a ruler straight across. If it's as much as one tooth off, nothing will line up.
 
I had the exact same problem on my 90'. We did it 5 times and finally just said the hell with it and went with it, car ran fine...
 
Id like to see a picture but i think i understand what ## sayin...If you set the crank back (ccw) a half tooth and then follow through timing the engine, once you are finished the cam gear will be off, but once u spin the crank to the correct position, then everything should line back up correctly.
 
easiest way is to count from outer mark of exhaust cam to outer of intake there should be 39 teeth between the two. with the crank also lined up
 
The Timing marks should "line" up if not you have done something wrong. Most people get close for me close isn't good enough, I have made one of my techs do the job over for this reason. Search how to set the tensioner there is no possible way to be half a tooth off unless you change the distance from crank to cam (unless it is installed incorrectly).

Every thing else is set correct, I've redone it 10 times....this is as close as I can get it. I'll do some more reading. I'm tempted to leave it as is.
