timing belt riding on edge of cam gears?

What would cause the timing belt to ride on the inside edge of the cam gears? The motor has 50 miles on it since rebuild. The belt sits flush with the valve-cover side of the gears not in the middle of the gears. Any thoughts?
 
you have the pulley on the right way if you can see the holes and the lip is closest to the motor, but the washer under the tensioner pulley is making the belt slide over.

yea, thats what i thought. I put the washer on because the pulley lip was slightly hitting the tensioner arm. do you guys think that this will cause any problems in the future?
 
So after doing my turbo build I noticed that my timing belt has walked to the inner edge of the cam gears and it's about a 1/16th of an inch over the gear. I replaced all my pulleys and water pump and oil pump when I did the rebuild. I replaced every gasket and seal except for the block internals and head internals. I replaced the valve seals, though. I have no timing belt cover on the top, but if I did, I'm sure the belt would rub against it. I noticed a small streak, spanning the width of the amount it is over the gear, ontop of the belt. Any ideas? The timing is dead on and after some abuse, I haven't skipped any teeth. I'm just worried that I could have some problems on my hands sometime down the road.
 
One more thing to keep in mind (as with geometry situations), if you put your timing belt gear on too far it will walk the belt in toward the engine side. I did some experiments on this (I didn't like my belt going toward the outside of the gears - fenderwell side - so I tried some stuff) and I was able able to move my belt around according to the position of my gear.

Now keep in mind that I would not recommend doing this because I imagine it puts extra stress on the pulleys etc. I do this on the race cars because I tear them down often enough.

Just another item that may cause inward walking.

I noticed mine had walked from the inside of the gears (where it's been since my rebuild 2.5 years ago) to the outside edge over the course of a month or two. Then bam, my idler pulley broke off. Luckily it got jammed between the motor mount and head and kept tension on the belt so nothing broke... but I shut the engine down within like 5 seconds so who knows what would have happened if I didn't. Now I need to do a timing job too, ugh.
