1G Timing belt job

juat finished a t belt, started it all up and rough idle. Found that it's off a tooth on timing when the lower bottom timing marks are lined up. Could I get a confirmation of mistiming?

I think you've pretty much answered your own question. If the lower timing marks are lined up and the picture is what you see when you look at the cam timing marks than your are most definitely not timed correctly. It actually looks like it is two teeth off.
 
Make sure your tensioner and pulleys are good, I would replace those as well. Wouldn't hurt to check out the arm too. The 2g vfaq is awesome if you haven't already checked it out. Should make for no mistakes
 
Assuming the crank mark is correct it looks like you didn't take the slack out of the belt as you went from sprocket to sprocket.

I find it easiest to start at the exhaust cam and then the intake cam making sure to take out all the slack in the belt and verifying the timing marks still line up before moving to the next. At the end you will have slack in the belt between the crank and exhaust sprockets, where you want it, that the tensioner pulley will take up while nothing else moves.
