I raped that plate with brake cleaner and even took a S.O.S. pad to it. I can get more aggressive with it. I just didnt know how careful i had to be so i still had the correct shape/spacing around the plate and the throttle body bore

Just make sure to check what material your neighbor has in their cabinet. Try and use the finest material possible if you have a choice. I use fine glass beads on my parts and not something really course like aluminum oxide. But if it's all you have access to, just try and go easy on it. You shouldn't ruin anything either way, but just a heads up.

Alright i didnt even have to blast it. I had some aluminum polish and i let it sit on it for awhile and then took some nevr-dull and my finger nail and it came off with some elbow grease. Thanks for the help though.

Sand paper will get that off fairly quickly. Use a fine or medium grit followed by fine.
