Test for Oil Rings?

I was getting all ready to replace the seals on my valve stems. But my friend told me that I might be burning oil through the oil rings. He said that even if I get good compression (180 across) these rings could still be bad and cause oil leaking. Is there any way to test the rings since a compression test isn't giving me the answer?

I burn a quart every 2-300 miles.
Already replaced
turbo
valve cover seals
spark plug seals
half moon seals
PCV valve
Oil cap

No more oil is visibly leaking out of the engine just burning.
 
If you rings are bad and you do a compression test it will show bad psi. If you ad a cap of oil to the cylinder then retest and the psi goes up significantly then it is your rings.

Example with my old engine with bad rings

Dry test was: 120, 120, 120, 60
wet test was ~145 all across.
