Tensioner pulley w/o beam style t.wrench

So I'm trying to finish up this job this evening & getting the car started. Hopefully.

However I need a "beam style torque wrench" according to VFAQ. I'm curious if there's an easier (aka cheaper) way of doing this SAFELY?

Sorry not sure if you meant to say "tool" before? If so how did you do it without it and get the right torque specs?

Torque wrenches are for squares, I never use them, when its that important they get gauged for stretch. Just put a good amount of tension on it, the important part is spacing on the hydraulic tensioner rod. I use angled snap ring pliers to set the pulley tension, using a small tool will ensure its not too tight.
