t25/t28 flanged turbo

I found a T28 turbo on craigs list for 85 bucks. He sais its a T25/T28 flanged turbo, im not too shure what this means. Does that mean he made a T28 from a T25?

That's not a DSM flanged turbo so you wont be able to bolt it up.

Not a dsm flange, so it will not work. Looks more like a Nissan flange.
