T25 oil question

I just pulled my turbo and I was wondering if the oil was supposed to be completely drained out of the housing. Does the turbo only get oil when the car is running, and then drain out when the car is off?

Turbo only gets oil when the car is running, correct.

I think the journal bearings retain a minimum amount of oil through surface tension whilst the majority drains out. And as soon as the engine turns over the oil pumps right through again, but I'd be hesitant to boost right after starting the engine until it gets some time to fully lubricate and warm up.

Ok, thats what i thought. just wanted to be 100% sure there was no oil feed problems.
I should be driving this thing for the first time this weekend.
