Sudden Loss Of Boost And Turbo Whine

This one has me stumped. It seems simple, but I have yet to find anything wrong yet.

My car won't build any boost. Drive just like an NA car. It runs fine, no stumble, rich, etc. No boost leaks. Have a small one at the throttle body, but nothing other than that. The turbo was a fresh rebuild. When you drive it, it will not go into boost at all. You can hear the turbo whining like it's spooling. Wastegate opens and closes when I run the boost leak test. No exhaust leaks. The turbo spins nicely by hand and doesn't have any play. BOV doesn't leak on boost leak test either. I can't seem to find anything wrong. I'm sure it's in the turbo somehow, but it feels perfectly fine. I pressured tested the turbo by itself and it held 20 PSI. All things seem to point to something with the turbo. Anyone have any thoughst on this?? I'm going to pull the turbo back off this weekend, but I have to put a torque converter in my truck first.
 
Any chance the shaft got bent / twisted during the rebuild or prior to the turbo being rebuilt? From the symptoms, I'm going all-in on a bent turbine shaft.

I had boost for the first 10 mins, then is was a sudden loss of pressure. A bent shaft would make sense of the noise if it was out of balance, but I can't see it for the sudden loss of boost. I will check it when I pull the turbo though.

Have you checked to see if the wastegate is connected to the turbo?

It's an Evo 3 so it's internal and if you are asking the wastegate hose is attached, yes. Plus that would make the boost spike, not drop off completely. The wastegate works fine with a boost leak test.

The whine is getting louder today. It is colder so that might have an effect on it. Hopefully I'll be able to pull the turbo off this weekend and inspect it.
 
Found a bent shaft, bent compressor fin, and a washer in the air filter. That says it all right there. No f-ing clue how long that has been there. I haven't had the air filter off in quite awhile. Go figure it would wait till after I rebuilt the turbo to get sucked up.
