Still having clutch problems...need some help

Still having problems with my clutch it seems. If I rest my root on the clutch it falls to the floor and I have to pull it back up with my foot. This happens in gear and in neutral. If I "stomp" on the clutch it goes down like its supposed to, but only comes back up about halfway. The clutch master cylinder has been replaced, slave cylinder replaced, and a new engine was put in by mitsubishi. I know it isnt crankwalk, but its obviously something. Any other ideas on what the hell is going on?

maybe the Clutch wasnt bleed right, Reblead the bi***, and see if it works.
