Steering rack depower

So I was working on depowering my steering rack when I realized this is an aftermarket rack. This is the only seal and on the one side it looks fused to the rack. Before I start cutting anything and doing damage is it even possible to depower this?

What section of the rack is in your picture?

Not to steal the answer, but that is the actual rack rod. The seal is close to the center and fluid is pushed against either side depending on which way you turn the steering wheel.
