This is a 1999 Eclipse RS. It does not run right now. I believe it is a electrical issue. The starter will not turn when on the block, but it will engage and disengage. When not on the block, the starter will work. what do u guys suggest?
 
Check your battery voltage. Check the ends of the power and ground wires on the cars for corrosion and damage. You say that the solenoid will kick out it just won't turn the engine. It could just be a weak starter also. You might try turning the engine over with a breaker bar also just to make sure that it is free.
 
Measure the voltage AT THE STARTER while cranking. If less than 9.6v you have either a weak battery or too high resistance in the battery cable connections from battery to starter (not clean or tight). If over 9.6v your starter is most likely bad.
