Sluggish at Half Throttle, Perfect at WOT

I have a 92 Talon 4g63 N/T, it is riced out very badly, but seems like a good starting point. Its sluggish anything from idle to about 3500 R's, anything after that she runs like a Civic at a DSM Meet. I changed the spark plugs and that didnt really help. I did notice the valve cover is leaking. Any Ideas or suggestions???

could just be the way the car is. I have a toyota paseo and you can feel a difference right at 3500 rpm. its like vtec or something haha.
