Should pedals be on the same plane?

I ordered some pedals for my 99 Eclipse (Sparco Corsa? Very simple looking). I'm hoping it'll help with heel toeing. Anywho, should pedals be on the same plane? Or should the gas pedal be that much lower than the brake pedal? My plan if the gas pedal needs to be set closer to the seat (in the same plane as the brake pedal) is to put some kind of spacer in between the stock pedal base and the new pedal.

Does this make sense, I feel like I did a terrible job explaining myself.

Kinda confusing with your wording especially with using "plane" but I understood how you used it. In mine, the gas pedal sits a little lower stock.
 
Usually the gas pedal sits lower from every car I drove.
 
One more question: Should I strip the pedal of the rubber grips down to bare metal, or should I install the pedals over the rubber grips?
