shock/strut bushing?

i looked in my passenger wheel well today and noticed this bushing? just sitting on the shock...i can move it up and down...what exactly is this and how can i fix this or where can i get a new one?

also having to do with bushings...my lower control arm is loose...do i need new bushings or whole new arm? i can move it up and down...passenger side

That bushing is actually your bump stop. It makes sure that you don't bottom out your shock. You can move it up and down which isn't an issue because it just rides on the shock shaft. If you do feel you need to replace it I think I may have a few laying around. Let me know

Which lower control arm? front or rear? Make sure that the bolts are tight and if the bushing is worn you should be able to buy poly bushings. If you do you will need to have the old bushings pressed out of the arm. Just got done doing this last week. I did the whole kit on my car, major improvement in ride quality and handling.
 
That is totally normal for that to move. IT doesn't hold anything, it is just a cushion so that the strut doesn't bottom out.
