seems like rev limiter at 3500 rpms

i have just bought a 90 talon NA,,, and 90% of the time when i get up to 3500, ut seems like its hitting fuel cut or like the is a rev limiter.. im sure its not fuel cut i have never heard of a NA car hitting fuel cut i have replaced the plugs, the isc motor, o2 , and i have no clue what the problem is

Because low compressions can definitely cause your car to behave like what you have described. Since you are asking for suggestions, I gave you the most obvious and easiest to perform since you have already changed the plugs and wires.

A bad Mass Airflow Sensor can be the cause of your condition, make sure your MAS is plugged up, and if it is, see if you can swap in another MAS from a friend with a DSM or from the junkyard. Also check your ECU and see if there's any capacitor leakage on the board.

Yes- don't bump threads, or they get locked.

Replace your plugs and wires.
