screwed up mounting points for front bumper

Long story short, Previous owner decided instead of taking off his 95 talon bumper properly he'd just saw it off, so there are parts that are still clogged underneath the front fender that I cannot get out.

Second, he started drilling new holes and put the invader front end on, I've since bought a 97-99 eclipse front end..I cant seem to get it to mount properly since some of the holes are clogged does anyone have suggestions on how to fix this?

I was thinking of jacking the car up, taking tires off, using a fiberglass repair kit to cover the holes then drill new ones in...but I don't know how well this would work.

Do u have a diagram on how its suppose to mount up?

Is the problem the threaded holes you need to insert the bolts into or the actual surfaces the body parts will be resting against. A picture would be a very nice thing to have in a situation like this.
