2G Saggy rear bumper

Hi, does anybody know what I can do do this gap is smaller like it’s supposed to be. Everything is back together like it was and it wasn't like this before

Before I took the bumper off

If it wasn't like this then I'd say you have something bent or fasteners missing you don't realize. This wasn't because of a wreck was it?

Nope just took it off to sand I even used a hammer and tried to bend it up didn’t help

Can you add washers to lift it up?
