I have a set of Rota slip stream on hold, because I need to make sur they will fit. They are size: 16 X 7.0 offset, 40 PCD, 5 X 114.3 HB: 73.0. I guess the 40 if the offset but what does PCD mean and what is the 73.0 for

I think you have your commas in the wrong places. PCD stands for Pitch Circle Diameter, usually expressed as 5 x 114.3 or 5-114.3. It is the number and distance from the center of the stud holes to the center of the wheel.

Edit: The measurement posted above is actually the radius, not the diameter. Multipy x 2 to estimate the PCD.
