revving problems

on my 1995 talon n/t when I rev the engine the revs go up and then stay at the highest point for a few seconds and then slowly drop down. Even if I'm driving at say 3000 rpm and I just push the clutch and put it in neutral ... it'll stay at 3000 rpm for a while and then slowly drop down. If I'm at a stop and rev it a little to get the car moving it revs to 1500 or so and just stays there too until I either rev higher than 1500 or just wait a while and it'll drop down. I also got a check engine light for TPS. I'm assuming the TPS is causing all these problems or is there something else I should check out as well? Thanks.
 
I considered this as well but I have had people push the gas and I watched the tb / cable and it all went right back to how it should. I'm thinking its sensor related. I also got a CEL for the TPS.
