Not revving

I'm new to the whole tuning thing I lost my close friend who was the ECU brain behind my build.. I went out in my 2G goal was 38psi but when I got to 25 the car would not rev once I hit full boost. I am running E85 I know APR should be about 12.1 it's a bit lean but it was boosting at 13.2 at 20psi just fine when I first went out.. Mitsubishi vs Subaru is this sat oct 15 so I need some help.. Trans is leaking so my work it cut out for me
