Ok, i finally got a digital multimeter and i need to know how to test my OBD2 port to see if its getting power and ground on pins 16(12v+) and p4,5(ground-) what mode should i use to test it DCV, ACV, DCA. I have never really used a multimeter before so all the info you can give me would be a big help.

You should use DCV which stands for DC Voltage. ACV is for AC Voltage, which cars to not run on.

The DCA is for measuring current, which again you dont need to worry about.
 
You should have it set to 10 or 20 or a value like that. and as far as not having power at that pin that I can't help you with.
