1G Reattaching hood support frame to hood skin

My 1ga hood sits a little off the rubber stops on the left side and doesn't align with the popup light. When it's latched I can push it down and it'll sit flush with the popup but springs back when I let go. Seems like the hood is a bit warped, maybe from too much time on the hood prop.

Anyway, after flexing the hood I've noticed the anchors that attach the underside support frame to the top sheet metal skin have broken loose in a few spots. It's like a glue/epoxy type compound. I'm unfamiliar with the product used here. Can someone help me identify what glue-type product would be sufficient to repair the hood?

I am not sure what that material is, it is like seam sealer but fiberglass resin would hold it together if you cant find the particular stuff that was originally used.

Snapped a couple pictures at lunch. A colleague suggested that it might be 3M Automotive Seam Sealer.
