Rear wheel spins unevenly

I got a flat in the rear the other day and drove on the flat for 3 miles to a gas station. I got brand new tires all around and had them all balanced as well. Now it seems that the rear driver's side wheel (the one that got the flat) spins unevenly. I jacked the car up and spun it real hard to watch the range of motion and it seems to make a figure 8. I've swapped tires / wheels to rule out the wheel and I swapped the rotors with another set I had on a project car to rule out rotor warp. What else could be causing this uneven rotation? I didn't notice anything odd with the suspension. The car is FWD.
