Ok to start off My backstory about the car. Its a 97 Eagle Talon n/t. When I picked it up it had a massive oil leak that I fixed by replacing the gaskets from the intake manifold up and the oil pressure sensor. Anyways, the car has been running great since then except for the infamous "tick". Well I was driving to school today and realized that when cruising through the parking lot it would hold the rpms when I went to shift. I.e When shifting from 1st to neutral to stop, instead of the rpms dropping to about 1,000 they would hold at 2500 or 3000. The weather is colder out and we do have snow flurries here. Any ideas?

I have been having this issue with a 91 nt since I got it mine stops when car warms up completely tho. Had it to 3 garages and they all told me it was the FIAV on the throttle body. I swapped out like 4 throttle bodies and still had same issue.
 
Well see I go to school about 45 minutes away from my house. It was still doing it in my driveway as well, well after being warmed up. Another thing I noticed is that when it does decide to drop down to almost normal, it spikes back up to about 2200. This is with it just being in Neutral with the E brake pulled in the driveway.

Possible your biss screw is set to far out? Possible its letting in to much air and the ecu is taking a bit of time to figure out the correct mixture.
 
Sorry about the delay, but I just put all new lifters in this weekend and put it all back together and now it doesnt do it. So thanks anyways.
