if it sucks it from the bottom sure, will be fine but they not the best even then, I had a friend buy a mishimoto one and that had a small vent hold and it was forever over flowing and weeping out the hole,

if it has a top burp hole for the excess to overflow from then a hole is not needed as that is the vent/breather hole so your good,

when i clicked on the link it showed me a few so unsure on which one you are actually looking at
 
The line to the thermostat housing is from the bottom of the overflow tank, so if I add a hole (or weld a bung for a drain line) near the top of the cylinder it should function like factory?

Yes thats correct, as long as the overflow is near the top it will retain the coolant until its needed again as that takes it from the bottom, essentually having a closed system like that is better as you get less air drawn in, or so i am lead to believe, as in theory its just sucking in ll fluid and not fluid/air from the oem setup, how true this is i dont honestly know but seems ok in my head LOL,
 
Vent are usually traditionally drilled into the fill cap of the reservoir.
