Question on changing my exhaust...looking for new cat w/ direct fit???

I just got my new exhaust , a 3" catback from RNR and a downpipe from my friend, dont know what brand... anyways, there is def no way im getting that cat off of the original exhaust it totally rusted on...so i figured it'd be a good time to get a high flow cat. (testpipe would be nice, but emissions.. :thumbdown ) I was wondering if I can get a cat with flanges??? Cause all the ones i see have none, like they are weld in only. I'd be willing to pay a tad more for one i cold just bolt in ya know? I guess i could find a shop to adjust the cat and add flanges to fit the cat to the exhaust, but that means driving all the way to the shop w/o an exhaust haha...it'd just be easier if i could order one that way...any links would be great! What about this on ebay? I don't know about it being legal?? I'm only in PA, but I need emissions. So far its the only one I found with flanges to bolt right in but I'm still looking around. I'm prettys sure all the turbo Talon/Eclipse catalytic converter will fit all years, like I think the 95-99 will bolt in my 91 exhaust. Any help guys?? I dont want to pay $100 for a crappy stock replacement..

edit: NM, i found out those ebay 'cats' are test pipes..... and i found a bunch on some dsm vendor sites, like $150 for a flanges high flow oh well....guess i'll have to pay to be legal...
