It will fit either as most ball-bearing PTE CHRA's are based on the Garrett T3 platform, although the restrictor in that fitting is for a ball bearing turbo. You will kill a journal bearing PTE turbo with that oil flange installed unless you drill the restrictor out to your desired size.

would it kill a ball bearing to use that and one of fp filters? or is it one or the other type deal??

I wouldn't "stack" restrictors if that's what you're asking as you end up with unknown pressure entering the cartridge. If that is your plan I'd use the journal bearing FP filter which has a .125" orifice.
